  • Share Good evening, these questions are also in regard to the newly proposed Football Field. I have been through the engage Sylvan Lake website various times and it is quite unclear on the actual project details for this Football Field. While the Town has declared they will be in the design phase for the Synthetic Turf in 2025, construction slotted for 2026 and tentative ready for use in 2027, there seems to be quite the disconnect with actual details and in keeping the "Spirit of Sylvan" alive. Which is the moto and directive of this Town, is it not? My questions are as follows, and I kindly and respectfully ask that they are answered directly and not skittered or passed off as to "check the website for details", etc. 1. Where will this football field be located exactly? 2. Has the land been purchased for this field as of today's date? 3. With design is slotted for 2025, (this is less than 75 days away) can you please provide a more detailed project schedule, so we can clearly see the project as a whole? 4. As the current football field here in Sylvan Lake (HJ Cody Field) is unusable (as we have found out in this 2024 season) We are currently having to rent space in Lacombe & Red Deer to host our games and tournaments. This is hurting the community as a whole and is weakening the football and town spirit. Will the Town please put more efforts into streamlining this project as a priory? (Surely the town could / should have postponed the TOSL Campground, and focussed more on our youth and helping build our constructive sports engagement opportunities her in Sylvan Lake). 5. In the meantime, is the town prepared to support our youth football program the way they have supported hockey and baseball? As the costs alone to rent the ME Global Field in Lacombe, and the Great Chief Park Field in Red Deer are quite expensive, and are negatively impacting the current status and the future of our youth teams here within Sylvan Lake Football. Mr.Resident asked about 1 month ago

    Hello Mr. Resident,

Thanks for reaching out! Let’s work through your questions one by one.

Where will this football field be located exactly?

    • The proposed football field will be located at Pogadl Park

Has the land been purchased for this field as of today's date?

    • Yes, the land has already been purchased

With design is slotted for 2025, (this is less than 75 days away) can you please provide a more detailed project schedule, so we can clearly see the project as a whole?

    • The design is proposed for 2025, however there are no additional details that can be provided at this time as the project must be approved through budget before we can formally begin the design process.

    • We are bound by the MGA to follow a specific budgeting process, here’s how it works:

    1. Staff estimate costs and plan for next year’s projects. Some projects are planned 10 years or more in advance!

    1. Every fall, department budgets are presented to Council as part of budget deliberations

    1. Council approves/makes changes, and the overall Town budget is approved

    1. The following spring, an RFP goes out for the design and construction

    1. Once design is approved, construction can begin

    • This is the normal process of how municipal budgeting for projects works

As the current football field here in Sylvan Lake (HJ Cody Field) is unusable (as we have found out in this 2024 season) We are currently having to rent space in Lacombe & Red Deer to host our games and tournaments. This is hurting the community as a whole and is weakening the football and town spirit. Will the Town please put more efforts into streamlining this project as a priory? (Surely the town could / should have postponed the TOSL Campground, and focussed more on our youth and helping build our constructive sports engagement opportunities her in Sylvan Lake).

    • The Town of Sylvan Lake approved the concept design for Pogadl Park in 2018 and the phased development plan in 2021. This approval came before the HJ Cody football field started experiencing the current field issues. The HJ Cody football field was used up to and including 2023

    • In the past, rainfall was never an issue and so irrigation was never needed. This year’s drought conditions, along with the fact that the HJ Cody field does not have any irrigation or watering capability, meant the field’s ground is extremely hard

    • The Town had already designed and completed approximately 75% construction on the campground prior to the HJ Cody football field experiencing the current field issues

In the meantime, is the town prepared to support our youth football program the way they have supported hockey and baseball?

    • The Town does support SL Minor Football (SLMF) and the HJ Cody Lakers Football by providing field marking and some turf maintenance. The Town provided this service based on a rental fee

    • However, SLMF and HJ Cody football opted out of the rental fees. Instead, they decided to maintain the field themselves

    • This would have worked out to their advantage, if the province had received enough rain. It’s unfortunate that Alberta is experiencing drought

I hope this has answered your questions, and it’s great to see Lakers invested in our community. It’s always difficult when our community experiences a sudden need. This is because budgeting cycles run years in advance, and all expenses must be planned for by staff and then approved by CouncilHere’s where we are at right now:

    1. Budgeting for 2025 is currently underway. The next Pogadl development phases are included, as well as the new turf field

    1. First, staff develop a draft budget, then Council reviewsrequests changes, and then approves the draft budget

    1. We typically post information about the draft budget for public review in late December or early January. It will be available here

We are saddened by this situation but are confident the new field in Pogadl Park will alleviate the situation.

    Sincerely,
Ron Lebsack, Director of Park and Protective Services

    Hi Jody,

Thanks for taking the time to send in your question. Yes, the tennis courts are planned for 2030We’ve answered the question of changing plans foPogadl Park here.

Lakers can speed up the process to get more courts

We recognize how important pickleball is to local players. Tax funding alone is often not enough to fund projects. As economic pressures increase, our whole community must come together. We've seen great success with Lakers coming together for projects:

Please feel free to post again if you have any more questions.

    Hello Ang,

If you haven't already, open the approved design concept:

    1. Under Important Links, click Pogadl Design
    2. News Feed under The design plan news post

The tennis courts are located just east of the irrigation lake. The irrigation lake is in the north west corner of the map.

Hope that helps. Feel free to ask another question anytime.

    Hi!

Thanks for asking this great question.

Why can’t we change construction plans?

    • New facilities and parks are designed years in advance
    • Planning makes sure money is not wasted by repeating construction unnecessarily
    • Once the design is finalized and construction begins, the design is no longer flexible
    • The design is not flexible due to the massive costs associated with a redesign. It’s not just the redesign of the courts. If you redesign one part, you impact the design of all the other components of the park

Even though we’d love to add more courts, we must recognize, and balance needs and wants. Wants are a lower priority than projects that have significant impacts on the well-being of the whole community. I know that this probably isn’t the answer you were hoping for. In an ideal world, we could do all projects without limitations, but responsibly managing our tax dollars comes with some tough choices. We don’t have plans for more courts yet.

Lakers can speed up the process to get more courts

We recognize how important pickleball is to local players. Tax funding alone is often not enough to fund projects. As economic pressures increase, our whole community must come together. We've seen great success with Lakers coming together for projects:
