The Town of Sylvan Lake is participating in the Government of Alberta's five-year pilot project to allow golf carts on municipal streets. The use of golf carts is for residents of Sylvan Lake only.

This preliminary survey:

  • Lets Lakers tell us how they feel about driving golf carts in Sylvan Lake
  • Provides input into a possible golf cart bylaw
  • View the pilot bylaw here

Details

The Town of Sylvan Lake must follow all the requirements as laid out in the Government of Alberta's pilot project. That includes safety requirements and following rules of the road:

  • Golf Cart use is for Town of Sylvan Lake residents only
  • Maximum speed is 40km/h
  • No golf carts allowed on Hwy #20, Hwy #11A, Memorial Trail, or 60 Street
  • Golf carts may cross over Hwy #20, Memorial Trail, and 60 Street at permitted crossings (Page 8 of the pilot bylaw)
  • All Traffic Safety Act rules apply, such as impaired driving restrictions or travel on roadways along with vehicles
  • For private/individual use only, NO Commercial use (Page 4 of the Government of Alberta Guidelines document)
  • All golf carts need a Town Permit requiring
    • Functioning headlights, taillights, brake lights, signal lights and seat belts
    • Minimum $2,000,000 liability insurance coverage
    • $100 annual registration fee for residents

  • The Government of Alberta's pilot program only allows for golf carts. Because we are participating in the program, we must follow their requirements. Golf Carts are defined in the Provincial Pilot Program as:

    • a four wheel motor vehicle that (i) is designed by a manufacturer primarily for use on golf courses or paved surfaces, (ii) cannot attain a speed of more than 40 km/h on a paved level surface, (iii) has a structure that (A) partially or fully encloses its operator and passengers, and (B) is not less than 1.2 m above the ground, and (iv) has a gross vehicle weight rating of less than 1361 kg

    Hello Tmcinnis, 

    Thanks for reaching out. The Town of Sylvan Lake is participating in the government of Alberta’s pilot project and therefore must follow all their rules including:

    • operation of golf carts is only allowed on roads within a municipality: 

    • that have been identified in a municipal bylaw 

    • where the maximum speed limit is 50 km per hour or less 

    • that cross a road with a speed limit over 50 km per hour only at points that have been specified in municipal bylaw 

    • in communities that have erected signage as specified in municipal bylaw 

    The Town of Sylvan Lake pilot bylaw includes the ability for golf carts to cross Hwy 20 at specified crossings (page 10 of the pilot bylaw). Please have a look at the project page as we've made an update to include this information.

    Thanks for reaching out. The requirements for this trial of the Golf Cart By-law are set by the Province. Because we are participating in their 5-year pilot program, we must follow their rules. According to their requirements, golf carts may not be operated at night.

    Thanks for reaching out. The Town of Sylvan Lake must use the Government of Alberta's definition of a golf cart as outlined in the pilot programme. Golf Carts are defined in the Provincial Pilot Program as  

    • a four wheel motor vehicle that (i) is designed by a manufacturer primarily for use on golf courses or paved surfaces, (ii) cannot attain a speed of more than 40 km/h on a paved level surface, (iii) has a structure that (A) partially or fully encloses its operator and passengers, and (B) is not less than 1.2 m above the ground, and (iv) has a gross vehicle weight rating of less than 1361 kg

    Thanks for reaching out. The Town of Sylvan Lake is participating in the government of Alberta's pilot project and therefore must follow all their rules, including: 

    • “Commercial vehicles (i.e., golf carts that aren’t private passenger vehicles under the Traffic Safety Act) aren’t eligible for use in this pilot project, unless owned by a municipality and used by a municipal employee in the course of their employment” (Page 4 of the Government of Alberta Guidelines document)

We do not have the space, it will push more vehicles to park in and among neighborhoods. This could also promote unsafe driving (drinking and driving golf carts) We are not an RV park or golf resort.     Hi Darla,  

    Thanks for reaching out. Golf carts would be allowed to park anywhere that vehicles are currently allowed to park. Current parking rules apply.
