The Town of Sylvan Lake is looking to participate in the Government of Alberta's five-year pilot project to allow golf carts on municipal streets. The use of golf carts would be for residents of Sylvan Lake only.

Details

The Town of Sylvan Lake must follow all the requirements as laid out in the Government of Alberta's pilot project. That includes safety requirements and following rules of the road:

  • Golf Cart use is for Town of Sylvan Lake residents only
  • Maximum speed is 40km/h
  • No golf carts allowed on Hwy #20, Hwy #11A, Memorial Trail, or 60 Street
  • Golf carts may cross over Hwy #20, Memorial Trail, and 60 Street at permitted crossings (Page 8 of the pilot bylaw)
  • All Traffic Safety Act rules apply, such as impaired driving restrictions or travel on roadways along with vehicles
  • For private/individual use only, NO Commercial use (Page 4 of the Government of Alberta Guidelines document)
  • All golf carts need a Town Permit requiring
    • Functioning headlights, taillights, brake lights, signal lights and seat belts
    • Minimum $2,000,000 liability insurance coverage
    • $100 annual registration fee for residents
  • The Government of Alberta's pilot program only allows for golf carts. Because we are participating in the program, we must follow their requirements. Golf Carts are defined in the Provincial Pilot Program as:

    • a four wheel motor vehicle that (i) is designed by a manufacturer primarily for use on golf courses or paved surfaces, (ii) cannot attain a speed of more than 40 km/h on a paved level surface, (iii) has a structure that (A) partially or fully encloses its operator and passengers, and (B) is not less than 1.2 m above the ground, and (iv) has a gross vehicle weight rating of less than 1361 kg

    Council passed third reading of the Golf Cart Pilot Project at the October 14, 2025 Regular Meeting of Council. This begins the process of allowing the use of golf carts on select public roads.

    What’s next?

    • This bylaw exempts golf carts and their operators from certain requirements under the Traffic Safety Act and its regulations that ordinarily make the operation of golf carts on public roadways illegal
    • The Town must seek approval from the Registrar of Motor Vehicle Services (Government of Alberta)
    • If approved by the province, the bylaw will become active

    What else should I know?

    • If approved, the Golf Cart pilot project would be for permitted residents only and only allowed on municipal roadways (see map below)
    • Carts would need to be equipped with additional safety features like lights, signals, seatbelts, etc.
    • All drivers must have a valid driver’s license
    • This bylaw does not include commercial use unless owned and used by an employee of the Town of Sylvan Lake; regular commercial use must be approved by the province
    • If the bylaw is approved, as presented, the Town will be seeking additional approval for commercial use
    • This bylaw will be revisited, following the election of our next Council and, if approved by the province, could become active in spring 2026.
