Stage 1: Contract Tendering & Financial Approval

March 2025: Council passed By-Law No. 1914/2025 to authorize the financing, undertaking, and completion of the Northeast Gateway Water Supply Main Project. With an allowable debt borrowing of $7,000,000.00. 

September 2025 - October 2025: The Town of Sylvan Lake received thirteen pre-qualifications from vendors. View the prequalification evaluation criteria on page 112-113 of the December 9, 2025 Council Agenda

October 2025 - November 2025: Seven firms that met the minimum threshold for evaluation criteria submitted their bid. View the evaluation criteria for bids on page 113 of the December 9, 2025 Council Agenda. 

November 2025: A grant funding application was submitted to lower Public Debt borrowing.

December 9, 2025: Council approved an adjusted total budget of $7,850,000 as a part of the 2026 Capital Plan. The increase in budget will allow for project contingencies. The Town awarded the project contract totalling $6,704,250 excluding contingency and GST to Pidherney's Inc of Blackfalds. The Town awarded the engineering contract totalling $263,846 excluding contingency and GST to ISL Engineering and Land Services. All debt borrowing is guided by the Municipal Government Act, the provincial law that sets the rules for how municipalities can safely manage and use debt.
