ESTIMATED: Phase 3, Construction
We hope to start this phase at this time, but it still is an estimated start date. We'll let you know once we confirm start dates!
Tasks
- Construction of Centennial Street: 50 Avenue to Lakeshore Drive
- Limiting July and August construction wherever possible
- Improve accessibility such as widening sidewalks and wheelchair ramps, rolled curbs, and more
- Installing new underground infrastructure such as new stormwater drainage and soil cells that work together with trees to improve the downtown stormwater system
- Improve safety by routing stormwater from downspouts underground and into soil cells, instead of through grated trenches or onto the sidewalk
- This reduces the amount of ice in the winter, making shopping downtown during the winter more inviting and accessible
- We'll post more details about this phase as they become available
Why can't we do construction projects according to a set schedule?
- Weather is the boss of construction. If we have bad weather, we have to delay projects
- Construction supplies sometimes arrive on time, sometimes they arrive late. For example, if concrete supplies for sidewalks are delivered late, we can't start the construction
- Sometimes we find surprises in the ground. We make every effort to survey before breaking ground, but sometimes we find underground utilities like gas lines that are in unexpected places. This forces us to create a new plan, which can cause a time delay
- There are more surprises that can happen too! We plan things down to the last detail, but plans are never 100% perfect, 100% of the time

ESTIMATED: Planned break from construction
To allow for businesses to have a break from continual construction, we are hoping to pause for two years.
This two year pause applies to the Centennial Street project.
UNDERWAY: Phase 2 Intersection Construction
The intersection is now open!
Completed
- Concrete, first level of asphalt, line painting, and signage
- Fortis installed the streetlights along 50 Avenue
Tasks
Part 1, 2024: Reconstruction of the intersection at 50 Avenue and Centennial Street
- CN Rail is scheduled to complete installation of the pedestrian crossing at the railway along the east side of 50 Street by the end of November
- Remove old asphalt, concrete curbs, and sidewalks
- Install underground wiring conduit for the new traffic signals
- Excavate and install a new gravel structure to provide a base for a new asphalt road surface
- Install new curbs and gutters
- Install new sidewalks
- Pave the road with asphalt
- Install a new asphalt walking path on the east side of the intersection
- Landscaping
- CN Rail and Fortis are also working on upgrades
Part 2, 2024:
- Install traffic lights. Scheduled for the end of November. We turn them on in the spring of 2025. First, CN must remove, replace, and upgrade their equipment so the traffic signals can coordinate with the rail crossing signals
Part 3, 2025
- Minor, short-term construction
- Final layer of asphalt with line painting
- Line painting
- Any remaining landscaping
- Paving of trail along south side of 50 Ave and east side of 50 St
Traffic lights turn on
Because we halt construction for the summer, some phase 2 tasks must be completed in 2025

COMPLETE: Phase 1, Approvals, design, construction
Completed tasks
- Approval from CN Rail and Transport Canada before scheduling construction dates
- May 27 - Jul 1: Construction along 50 Avenue from 49 Street to Centennial Street. Although this work is on 50 Avenue, this must be completed before we can work on the Centennial Street and 50 Avenue intersection and rail crossing. Major construction paused for the summer
- Limited July and August construction wherever possible
- July 15: Concrete pile bases for the new traffic lights at Centennial Street and 50 Avenue. To maintain traffic flow, we are constructing one pile at a time. The intersection will remain fully open during construction
- Completed before Canada Day:
- Concrete sidewalks and building property accesses from 50 Avenue
- Completed before 1913 Days:
- June 10: Pouring concrete curbs and gutters
- June 13: Adding a layer of asphalt to the 50 Avenue and Centennial Street intersection
- February 14, 2024: Posted the Request For Proposal to find a construction contractor for phase 1
- Review submissions from the Request for Proposal and choose a construction contractor
- Chose contractor for phase 1, awarded to Border Paving (See page 86 of March 25 Council Agenda)
- April - May 2024: New upgraded underground stormwater mains at the 50 Avenue and Centennial Street intersection

2014 and 2015 saw public engagement sessions on the future of the waterfront and 50 Street
